2.2.3.4. Guidelines: Programmable Pull-Up Resistor

If you enable the weak pull-up resistor feature, you cannot use the programmable bus-hold feature.

The programmable pull-up resistor feature is enabled by default on unused I/O pins in the GPIO bank.
