2.1.17. HPS I3C1 does not work in Master Mode

Description

Currently, the I3C1_SCL pin (HPS_IOB_16) clock connection is missing to pads, therefore, the I3C1_SCL pin cannot be used in master mode. This issue only affects the I3C1_SCL pin assigned to HPS_IOB_16.
