2.2.3.4. Guidelines: Programmable Pull-Up Resistor

If you enable the weak pull-up resistor feature, you cannot use the programmable bus-hold feature.

The programmable pull-up resistor feature is available only for input and bidirectional pins. The feature is enabled by default on unused input or bidirectional pins in the GPIO bank. Do not assign the programmable pull-up resistor on output pins.
