Intel® Cyclone® 10, Intel® Arria® 10, and Intel® Stratix® 10 devices do not support the Multi-Volt I/O capability of the GPIO pins that are featured in previous members of these product families.
Instead, use an assignment to select the I/O signal standard, which must be compatible with the VCCIO for that I/O. The required input and output voltage levels of each GPIO signal standard are shown in the I/O Standard Specifications of the datasheet for each device:
