7. PHY Arbiter and Transceiver Merging

The phy arbiter allows the simplex transceiver instantiations in the RX and TX PHYs to be merged together.

Transceiver merging requires TX and RX simplex transceiver instantiations to have their reconfiguration interfaces driven by a common Avalon source. The PHY Arbiter, arbitrates between the TX and RX PHYs to achieve this.
