vRngUniform Discrete Distribution Generators
Generates random numbers uniformly distributed over the interval [a, b).

Description
The vRngUniform function generates random numbers uniformly distributed over the interval [a, b), where a, b are the left and right bounds of the interval respectively, and a, b∈Z; a < b.
