This behavior might be seen when Intel Agilex® 7 FPGAs AGF019, AGF023, AGI019, AGI023, AGI040 (ES), AGI041 (ES), and AGM039 (ES) try to perform recoverable reconfiguration due to configuration error if the nCONFIG signal is asserted less than 10 ms after nSTATUS signal goes low.

To work around this problem in the Intel® Quartus® Prime Pro Edition Software version before 23.1, ensure that the nCONFIG signal is asserted after more than 10 ms after the nSTATUS signal goes low.
A patch is available to fix this problem for the Intel® Quartus® Prime Pro Edition Software version 23.1. Please contact the regional application engineer to download patch 0.11fw.
This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Software version 23.2.
