Why does the Chip Planner window hang during the open process?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 21.3, if the design cannot route successfully, then the Chip Planner window may hang during the open process. This problem only affects design targetting Intel® Agilex™ devices.

Resolution

This problem has been fixed beginning with the Intel® Quartus® Prime Pro Edition Software version 21.4.
