Description
You may see this error message in Intel® Quartus® Prime Pro Programmer when trying to configure the Intel® Stratix® 10 device on the Intel® Stratix® 10 FPGA Development Kit with a .SOF file, when the MSEL pins are set to Active Serial mode.
Resolution
Change the MSEL settings on the board using DIP SW1 to JTAG only (11). Power cycle the board after making this change prior to configuring the FPGA.
