Description
Due to a problem in the Intel® Quartus® Prime Standard Edition version 17.0 Update 2 or later, you may see this internal error when the design contains design partitions and Fitter tries to optimize timing across different partitions.
Resolution
To work around the problem, apply command below in Quartus Setting File(QSF).
set_global_assignment -name SPECTRAQ_PHYSICAL_SYNTHESIS OFF
This problem is scheduled to be fixed in a future release of the Intel Quartus Prime Standard edition software
