Altera has identified that in Quartus® II 9.1, the \'data rate division in TX\' feature available in the ALTGX_Reconfig® Megafunction does not work in simulation and silicon.
Impacted Device Families - Arria® II GX, Stratix® IV GX, Stratix® IV GT
To workaround the issue, install the following patch appropriate for your operating system. Regenerate the ALTGX_Reconfig® instance and recompile your design
