Why am I not able to configure my Stratix III FPGA with the Serial Flash Loader using a JIC file generated from Quartus II software version 8.1?

Description

There is a problem in Quartus® II software version 8.1 that uses the wrong Program Length Count (PLC) value in the .JIC file generated for Stratix® III devices using the Serial Flash Loader (SFL). You can try adjusting the PLC value, for most cases, adjusting the PLC value to -8 will fix the issue. The PLC value can be adjusted by using “Advanced” tab from the Convert Programming File window.

This problem is fixed in Quartus II software version 9.0.
