Yes, the pin-out file (.pin) created by the Quartus® II software versions 6.0 and 6.0 SP1 incorrectly lists many dedicated ground (GND) pins as GND* for the EP2SGX130F1508 device.
This problem has been fixed beginning with the Quartus II software version 6.1.
In versions 6.0 and 6.0 SP1, the GND label in the Pin Name/Usage column of the .pin file indicates a dedicated ground pin or unused dedicated input, which must be connected to ground. GND* indicates an unused I/O pin that drives out.
To find the GND* pins that are supposed to be dedicated GND pins, use the Dir. (direction) column of the pin-out file. Dedicated GND pins appear as gnd in the Dir. column. The GND* pins that have an empty entry in the Dir. column are available as user I/O pins or programmable power/ground pins, and are not dedicated ground pins.
