No, PLLs in Altera® FPGA devices do not have a specification for frequency variation.

Frequency variation, in other words clock accuracy, is a specification for the clock source to the Altera PLLs.  This specification is often specified in ppm.

The frequency variation of the clock source must be chosen based on your application.
