Why is the Average Processors Used reported by the Fitter close to 1 even though I specify multiple processors in the Quartus II software?

Description

Parallel compilation is supported only for a subset of algorithms in HardCopy® fitting. Therefore, you may see this behavior when you target a HardCopy III or HardCopy IV device and enable multiple processors for compilation in the Quartus® II software.
