Unable to find information on whether POPCNT instruction is supported.
The POPCNT instruction is supported by all Intel® Xeon® Scalable Processors as well as many other Intel® Xeon® models. Although POPCNT instructions operate on integers rather then SSE registers, support started with SSE 4.2 instruction set and as such support for POPCNT can be confirmed by seeing if your processor supports SSE 4.2.
