An FFmpeg library wrapper called opencv_ffmpeg_64.dll is required to open streaming.
- Go to "<INSTALL_DIR>\openvino\opencv"
- Run the ffmpeg-download.ps1 script in Windows PowerShell to download the opencv_ffmpeg_64.dll file.
