Yes, you need to have both a thermal solution (CPU cooler) and a thermal interface material for the processor. All processors require a thermal interface material to be applied between the integrated heat spreader (IHS) and the contact surface of the thermal solution to compensate for natural microscopic surface imperfections and voids. Both these components are essential in regulating the temperature of the processor, especially when the processor is under heavy workload.
