No, the PCI Express® IP does not support 64-bit Non-Prefetchable BARs due to the following reason:
The PCI Express Spec states that: "I/O Read Requests and I/O Write Requests use the 32-bit format. For a PCI Express Endpoint, 64-bit addressing must be supported for all BARs that have the prefetchable bit set. 32-bit addressing is permitted for all BARs that do not have the prefetchable bit set.”
