Enables elimination of SYCL dead kernel arguments.

SYCL dead kernel arguments are not eliminated. This default may change in the future.
Description
This option enables elimination of SYCL dead kernel arguments. This optimization can improve performance.
If you specify
-fno-sycl-dead-args-optimization
, this optimization is disabled.
When using the icx/icpx compiler driver for option
-fsycl-dead-args-optimization
, you must also specify option
-fsycl
.
When using the dpcpp compiler driver, option
-fsycl
is implied by default.
When SYCL offloading is enabled, this option only applies to device-specific compilation.
