Why do I need to connect the TDO pin during JTAG configuration for an APEX™ or FLEX® device?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description The JTAG chain is used to extract information from the device to verify successful configuration. Therefore, TDO must be connected for this information to be read out of the device. If TDO is not connected, configuration will fail.
