Why does programming of the non-volatile key fail in Quartus version 15.1 and earlier when AS configuration mode is used in Arria V, Cyclone V and Stratix V devices?

Environment

    Intel® Quartus® Prime Pro Edition

Description Due to a known issue with  the Programmer in Quartus® Prime software version 15.1 and earlier, you may fail to program the non-volatile key when Active Serial (AS) configuration mode is being used in Arria® V, Cyclone® V and Stratix® V devices.
Resolution

This issue has been fixed in the Quartus Prime software version 15.1.1 and later. The fix can be used to generate a JAM, JBC or SVF file to program the non-volatile key as well.

For stand-alone Programmer users, only Quartus Prime Programmer version 16.0 and above may be used.
