Why does Signal Tap show "Program the device to continue" when you have multiple devices of the same type in the JTAG chain?

Environment

    Intel® Quartus® Prime Pro Edition

Description

Due to a problem in the Intel® Quartus® Prime Prime Pro Edition Software version 17.0, 18.0 and 18.0 Update 1, the Signal Tap tool will show "Program the device to continue" for the second or subsequent devices with Signal Tap instances if there are multiple devices of the same type in the JTAG chain. This makes Signal Tap unusable for those devices.

For example

  1. In a JTAG chain with 3 similar devices A1-A2-A3, SignalTap will only work on the first device (A1) only.
  2. In a JTAG chain of A1-B1-A2-B2-B3, SignalTap will work on A1 and B1 only.
Resolution

This problem is fixed in Intel® Quartus® Prime Pro Edition Software version 18.1.
