When trying to program an EPCS device with a JIC file using Quartus II software why do I get a "Flash Loader IP not loaded on device 1" error message?

Description

When trying to program an EPCS configuration device using Quartus® II software you may get the "Flash Loader IP not loaded on device 1" error message if the nCONFIG or nSTATUS pins are held low.

In some cases a microprocessor or a bad pull-up resistor can cause the signals to be held low causing Quartus II software to generate the "Flash Loader IP not loaded on device 1" error message.

This error message may also occur if the Serial Flash Loader (SFL) image does not exist in the FPGA.
