    Quartus® II Subscription Edition
BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description You may encounter the above message when trying to connect to the EMIF Debug Toolkit. The message is generated because a DLL file is missing.
Resolution This issue is fixed in the Quartus® II software version 13.1 update 2.
