Yes, there is a mismatch between the VCCPGM voltage value reported in the Quartus® II software .pin file and the Quartus II software Power Analyzer report. In the Power Analyzer report, VCCPGM is always set to 1.8V, regardless of the value selected by the user for the VCCPGM voltage.

The VCCPGM voltage has minor effect on the current consumption so the mismatch can be safely ignored.
