Due to a problem in the Intel® Quartus® Prime Software version 15.1, you might see the following error when you target an Intel® Arria® 10 device and when you import a .csv file generated by the Generate PowerPlay Early Power Estimator File option in the Intel Quartus Prime Software. This is because the Intel Quartus Prime Software fails to export the correct VCO frequency of fPLLs for transceiver channels into the .csv file.
Error:
Row <number>: XCVR channels do not have a Transmitter PLL with output frequency of <number> MHz specified in the PLL page. ""Receiver and Transmitter"" and ""Transmitter Only"" channels require a Transmitter PLL with output frequency of half the datarate, or another higher frequency that can be divided using local clock divider.
To work around this problem, manually input the correct VCO frequency into the VCO freq column in the PLL tab of the Early Power Estimator (EPE).

This problem is fixed in the Intel Quartus Prime Software v16.1.
