No, you should not use the Internal Oscillator setting of the Configuration Clock Source field for transceiver calibration on Intel Stratix 10 L-Tile and H-Tile devices.

Resolution

For accurate calibration of Intel Stratix 10 L-Tile and H-Tile transceivers you should use the OSC_CLK_1 pin settings in the Configuration Clock Source field. You must also have the appropriate clock connected to the
OSC_CLK_1 pin of the device on your PCB.
