Is there any problem when the output current exceeds IOUT specifications during the output transition?

Description

There is no problem when the output current exceeds the DC output current per pin (IOUT) specifications during the output transition.
The respective device handbook or datasheet describes DC output current per pin (IOUT) specifications. They are specifications for DC condition.
An output pin drives current beyond IOUT specifications during high-to-low and low-to-high transitions. But it is AC output current that is not limited by IOUT specifications.
If you want to check whether the AC output current you observed is normal, you can use the IBIS simulation result to see the expected behavior of the output current compared to the actual measured results.

Resolution

The below figures are example results of IBIS simulation with 3.3V TTL outputs of Cyclone® IV and MAX® II.
