Refer to the following procedures to fix licensing problems:
Ensure that your license file is set up correctly by following the instructions in the licensing application note AN 340: Altera Software Licensing (PDF).
If you have recently upgraded your Quartus® II software, ensure that your license file is up-to-date by requesting a new license file from the Altera Licensing Center.
This error message may also appear if your license file is tied to a network interface card (NIC) and your computer is not plugged in to a network. This problem may be fixed in both Windows 2000 and Windows XP by editing the registry to include the DisableDHCPMediaSense key. If this registry key is missing, your NIC ID may be incorrectly reported as FFFF00000000, FFFFFFFF0000, FFFFFFFFFFFF, or 000000000000 in the Quartus II software. Refer to the Microsoft Knowledge Database for instructions.
Alternately, check your network connection by opening Network Connections dialog box from the Windows Control Panel. Make sure your network connection is enabled.
Finally, this error message may appear if the path name to your license file is too long. Change the location of the license file so the path is shorter.
After applying one of these solutions, restart the Quartus II software.
