Frame Buffer II Ignores Base Address Setting

Description

The Frame Buffer II IP core ignores base address settings. The IP core only works to a base address of 0× and ignores any configuration to other base addresses.

This issue is fixed in version 14.1 of the Frame Buffer II IP core.
