To block internet communication from the Quartus® II software, set the following environment variable before installation
REMOVE_QUARTUS_INTERNET_CONNECTIVITY=ON
After setting the environment variable, proceed with the installation process. On the final page of the installation wizard, turn on the Remove Internet Connectivity feature from the Quartus II software option.
If you block internet communications from the Quartus II software, you cannot later enable features that require internet communication. Blocking internet communication from the Quartus II software is a feature provided only for environments with strict security standards. Otherwise, you can disable the TalkBack and notification features, rather than blocking internet communications, to prevent the Quartus II software from communicating with the internet
