When using LVCMOS or LVTTL I/O standards to drive LEDs, or any other resistive load, there will be a DC current draw on the output pin. The DC current will be dependent on the value of the current limiting resistor on the board and the configuration of the output buffer (drive strength or series on chip termination (OCT) option).
The Altera® power estimation tools such as the Early Power Estimator (EPE) and PowerPlay Power Analyzer assume capacitive loading for LVCMOS and LVTTL I/O standards, thus the current consumption is based on AC switching events. DC current draw must be calculated by hand on a per pin basis, or use IBIS models to simulate the amount of DC current draw for your circuit topology and programmable output buffer settings.
