Artifacts in HEVC Videos with Hardware Decoding Enabled on Intel® Arc™ Graphics Cards

Description

When HEVC hardware decoding is enabled, artifacts may appear in videos. Turning off hardware decoding fixes the problem, suggesting that software decoding gets it right. Issue can be seen in different media players like MPC-HC and VLC Media Player

Resolution

According to the H.265 recommendation, section 7.4.9.9 Motion vector difference semantics, The value of MvdLX[ x0 ][ y0 ][ compIdx ] shall be in the range of −2^15 to 2^15 − 1, inclusive.

For values outside this range, corruptions may be seen.
