Unstable FPS on The Crew Motorfest with Intel® Arc™ B580 Graphics

Cannot get a stable 60 FPS no matter what settings is use. Tried 1440p and 1080p high preset and neither got to a stable FPS. Even 1440p low barely improved from 1440p high. The GPU never goes above 90% utilization.
