Intel® Arc™ B580 VRAM is Clocking at Full Speed While Idle

When the GPU is idle, the VRAM remains clocked at full stock speed, 2375 MHz.
ASPM, L1 state, and Windows PCIe link power savings have been enabled: the GPU successfully idles at less than 10W.
This is expected behavior for Intel Arc B-Series Graphics Cards.
