Why Is the Windows* Task Manager Reported Base Frequency Different from the Frequency Reported by the BIOS or Other Software?

Summary: The Windows* Task Manager reported Base Frequency may be different from the frequency reported by the BIOS or other software.

Issue Description: Intel discovered an issue where incorrect management of the core parking policies in the Windows operating system could manifest in performance degradation.

Affected Products: Intel® Core™ Ultra Processors (Series 1)

Workaround: Intel has implemented a mitigation via Intel BIOS to override the issue and resolve the performance degradation on  Windows operating system. Refer to your OEM for latest BIOS download.

Impact of Workaround: With the BIOS mitigation, Windows applications may report inaccurate information. For example, Task Manager may report an incorrect base speed frequency and inaccurate CPU utilization. Efforts with Microsoft to address the inaccurate core parking policies continue.
