No Signal over HDMI on Reboot with LG 20M39H Monitor

An LG 20M39H monitor connected over HDMI to an Intel® Arc™ Graphics Card shows a "no signal" state and the system may not boot after doing a cold boot or reboot.
A fix for this issue was introduced in driver 31.0.101.4887. Install this or a newer driver to get the updates required.
