Third Party Discrete graphics card and ARC

Description

System is no longer booting up when graphics card is integrated on the first PCIe slot which is routed to the processor. When graphics card is placed on the second PCIe slot which is x4 and routed to the Platform Controller Hub (PCH), the system runs fine.

Resolution

Steps to conduct when experiencing no display when GPU is plugged on the PCIe slot closest to the processor:

Put the graphics card on the next PCIe Slot or the one connected to the PCH.
Manually set the first PCIe slot to run on PCIe 3.0
Update motherboard's BIOS
The processor has PCI-E lanes connected to the first PCI-E port of the board. If this circuit is broken, this could be the cause of the problem. To isolate this, test another processor on the board. If the other processor works, contact Intel Customer Support.
