Stuttering and FPS Drops When Playing Counter Strike: Global Offensive (CSGO)* on Intel® ARC™ Graphics

When trying to play CSGO*, there is stuttering every 5 to 10 second and FPS drops to 20 or 30 fps. The game can be unplayable even on the lowest graphics settings.
