Description

Added --transform=Pruning in MO command using OpenVINO™ 2022 without any issue.
Added --transform=Pruning in MO command using OpenVINO™ 2021 and received an error:
[ ERROR ] Cannot apply Pruning transformations due to missing Inference Engine Python API

The parameter --transform=Pruning is not available in OpenVINO™ 2021.
The new pruning transformation is available and can be applied starting with OpenVINO™ 2022.
