Is it Normal for the Frequency of the Processor to be Lowered While Using Intel® Adaptive Boost Technology (Intel® ABT)?

Unable to find information on why the frequency of the processor is lowered while using the Intel® ABT.
Intel® Adaptive Boost Technology (Intel® ABT) operates within system power and temperature specifications when current, power, and thermal headroom exist. Works below a temperature limit of 100°C.
So when the workload on the processor is relatively high and current/power/thermal headroom does not exist, the frequency of the processor will be lowered.
