An Intel SGX Commercial License is not required to use the Intel SGX Provisioning Certification Service. You must agree to the Intel® SGX Services Terms of Use when you subscribe to PCK Certification Services. This includes the requirement of locally caching the Provisioning Certification Key Certificates and associated quote generation and verification evidence of the platforms you own (section 3.1.6.1).
