Environment

CPU: Intel® Core™ i7-9700K Processor

Description

When playing games or watching videos, the screen skips a couple of frames and create a glitchy effect.

Resolution

To fix the issue, you can follow the next troubleshooting steps:

Run the Intel Processor Diagnostic Tool and see if it passes.
Test the computer without the GPU and use only the iGPU.
Swap the CPU with another one and see if the behavior continues.
Update the motherboard BIOS to the latest version.
If the issue started recently, consider doing a System Restore

If the issue persists, contact Intel® Customer Support.
