CUS-30001: Fake custom rule
Description
Removing XML files completely can cause build instability because the TCL files that the XML is compiled into can be left behind.
Recommendation
Adding a stub rule to an XML will clear out its TCL counterpart in the build. Then in the next build, it's safe to delete this XML completely.
