ID:170095 Error on line number <number> in Routing Constraints File. The constraints are forcing the Fitter to route signal "<name>" to non-global destination "<name>" before global destination "<name>". Constraints for the whole signal are thrown away to continue routing

CAUSE: An error occurred on the specified line number in the Routing Constraints File (.rcf). The constraints are forcing the Fitter to route the specified signal to the specified non-global destination before the specified global destination. Global destinations must be routed before non-global ones.

ACTION: Re-order the constraints for the specified net to make RCF legal.
