Description
Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 22.2 and earlier, you may see this internal error during the Fitter Plan stage. This internal error happens when control signals are moved from registers to a DSP block during register packing, but all the control signals in the DSP block are already used.
Resolution
To work around this problem, set instance assignments so that the compiler will not pack these registers.
set_instance_assignment -name QII_AUTO_PACKED_REGISTERS OFF -to <register name> -entity <entity name>
This problem is fixed beginning with the Intel® Quartus® Prime Pro Edition Software version 22.3
