The Debug Toolkit is not visible when using the Intel® Quartus® Prime Pro Edition Software Programmer and Tools.
This problem is due to the Debug Toolkit requiring a full installation of the Intel® Quartus® Prime Pro Edition Software and Devices.
To work around this problem, ensure that the Debug Toolkit is being run on a machine with a full installation of the Intel® Quartus® Prime Pro Edition Software and Devices of the same release version used to generate the test project.
