Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 22.1 and earlier, you may see this error when your design contains IOPLL to IOPLL clock connections through the mgmt_clk input port.
IOPLL to IOPLL clock connections through the mgmt_clk input port should not be considered as PLL cascading.
A patch is available to fix this problem for the Intel® Quartus® Prime Pro Edition Software version 21.3
