Error (209053): Unexpected error in JTAG server --error code 44

You may see this error message when configuring a Stratix® V device using JTAG configuration scheme if all the following conditions are met:

• Operating system: Windows 10
• jtagserver version: 19.1 Standard Edition or later
• Download cable: Intel® FPGA Download Cable

To work around this problem, use jtagserver version 18.1 Standard Edition instead.  The jtagserver version 18.1 Standard Edition is installed when the Intel® Quartus® Prime Standard Edition Software v18.1 or Intel Quartus Prime Standard Edition Software v18.1 Programmer and Tools is installed.

Use the following steps to check the jtagserver version:

1. Open a Command Prompt window.
2. Execute the following command:
   jtagserver -v

If the jtagserver version is not Standard Edition v18.1, use the following steps:

1. Open a Command Prompt window.
2. Go to
   <Intel® Quartus® Prime 18.1 Standard Edition install directory>\quartus\bin64
   or
   <Intel® Quartus® Prime 18.1 Standard Edition Programmer and Tools install directory>\qprogrammer\bin64
3. Execute the following command:
   qreg.exe --force --setqdir --jtag
